The reason is simple: construction sites are brutal environments for electrical equipment. Power tools are dropped, dragged across rubble, exposed to water, covered in cement dust, and shared between multiple users who may not report damage. Cable insulation deteriorates rapidly under these conditions. Plugs get crushed. Tool bodies crack. What was a safe drill on Monday may have a compromised earth connection by Friday.
The consequence of a fault on a 230V tool in a wet environment can be fatal. This is why the HSE and the Provision and Use of Work Equipment Regulations 1998 (PUWER) place a specific duty on employers to ensure work equipment — including electrically powered tools — is maintained in a safe condition.
What the Law Says
PUWER 1998 requires that all work equipment on a construction site is:
- Suitable for its intended use
- Maintained in a safe condition
- Only used by workers who have received adequate training and information
The Electricity at Work Regulations 1989 add a specific duty that all electrical systems — including portable equipment — must be maintained to prevent danger. While neither regulation specifies PAT testing by name, formal PAT testing is the recognised method of demonstrating compliance. If an electrical incident occurs and you cannot demonstrate that equipment was regularly inspected and tested, enforcement action becomes significantly more likely.
How Often Should PAT Testing Happen on a Construction Site?
The industry-accepted guidance sets the following intervals for construction sites:
- Portable power tools (drills, saws, grinders): Every 3 months
- Extension leads and RCD adaptors: Every 3 months
- Site lighting (portable): Every 3 months
- 110V transformers: Every 3 months
- Site office equipment (computers, kettles, printers): Every 12 months
The three-month interval for tools and leads is not a suggestion — it reflects the high rate of physical damage seen on construction sites. Power tools are among the most commonly failed items in PAT testing across all sectors, and the failure rate on construction sites is substantially higher than in other workplaces.
Who Can Carry Out PAT Testing?
PAT testing does not legally require a formally qualified electrician in all cases, but the person conducting tests must be competent — meaning they have the knowledge, skills, and experience to carry out the work safely and interpret the results correctly. On a construction site, this typically means:
- A qualified electrician or electrical engineer
- A dedicated PAT tester with formal training and certification
- A site manager or supervisor with PAT testing training for visual checks (combined with periodic formal testing by a specialist)
It is not sufficient for an untrained worker to simply look at a tool and declare it safe. A formal PAT test involves both a visual inspection and an instrument-based test measuring insulation resistance, earth continuity, and — where applicable — earth leakage.
What Gets Tested?
Any portable or transportable electrical equipment on site falls within scope. This includes:
- Power drills, angle grinders, circular saws, jigsaws, sanders
- Extension leads, cable reels, and RCDs
- 110V site transformers
- Portable floodlights and task lighting
- Battery chargers (for tools and site vehicles)
- Site office equipment including computers, monitors, and kitchen appliances
- Radio and communication equipment
Fixed electrical installations — your distribution boards, cabling, and site supply — are not covered by PAT testing. These are subject to periodic inspection and testing under BS 7671 and should be inspected by a competent electrician at regular intervals throughout the project.
Setting Up a Simple PAT Testing Programme
Step 1: Inventory your equipment. Create a register of all portable electrical equipment on site. Include the tool type, serial number, date of last test, and test due date. This register is your evidence of compliance.
Step 2: Label equipment after testing. Passed equipment should be clearly labelled with the test date and next due date. Failed equipment must be removed from service immediately and tagged accordingly.
Step 3: Schedule tests in advance. Build PAT testing dates into your construction programme alongside other safety milestones. Bringing a competent tester on site every three months is far less disruptive than an HSE inspection following an electrical incident.
Step 4: Remove and retire failed equipment promptly. A failed PAT test means the equipment is out of service — not on reduced duties, not used only in dry conditions, not kept for light tasks. Remove it, have it repaired by a competent person, and retest before return to service.
